Although some of them are originally able to stay in Japan legally and are able to work in the occupations recognized by their status of residence, due to lack of Japanese language proficiency or ignorance of the law, they are unable to do so. While working for a government agency, I was often keenly aware of the inadequacy of the system to support such people.
